Caste based reservation at National level and it’s longer impact

Rahul Gandhi asked back when he was asked about negation of exclusive reservations at a college auditorium at Bangalore “Do you mean that being SC means they have lower capability?” I ought to answer this question but I was not present in the Hall. First of all what does he mean by ‘Capabilities’? –IQ and skills to solve mathematical/logical and issues quickly? Better understanding of Physical laws? Being more lenient to social responsibilities? –if that means all these, then according to Indian Parliamentary Definitions answer to Rahul’s question is a must ‘Yes’ hope he knows. If I am wrong then on what reason the caste based reservation came into picture? Is it not serving the less capable people in the society? But let’s not get into Rahul’s words and thoughts. His parties priority one concern in these regards is 33% of total voters are from these sections and it is always vital to win any election in the country, a hard fact.

The intentions would have been to serve and uplift people who are deprived from basic amenities and are still far from the light of modern living standards using these policies. The primary understanding of ‘Less capable’ provided by the initial Constituent makers was beaten down and misinterpreted to mold political puddings.

There are lots of debates and continuously raising voices time by time on Reservation policies in Job and higher education sector since the day it had been implemented. Yes, why not, how someone can bear the pain without any ‘oof’ of losing a job opportunity or an admission opportunity in a good college or University to someone who has scored lesser than him/her. If  these score cards mean capability of a person, then yes, seats grabbed by by-passing a merit list with the help of reservation is a task that shows having less capability then the one who has achieved the same directly from the merit list. This also means in the long run these policies are pruning worse quality in job by not selecting the ‘best man for the job’, which is in contradictory to the definition of democracy.

See, we do not need any explanation for why these policies were in place, all who have general knowledge knows about the need of equal upliftment of each and every part of our society for the sovereign growth of the Nation. But has anybody or any Govt. ever tried to measure the performance and effectiveness of these policies in some true facts and figures since 63 years of implementations?

Politicians like Rahul have helicopters rented by public money to travel to areas where backward poor people live and are exploited by some other group people who are more ‘capable’ due to various reasons and by various means. Here I mean ‘exploited’ is an act against another person or people by doing unethical and in-human treatments. Exploitation  happens mostly to serve self-benefit at social level, because of which the initial authors of the constituents made the provision to reserve some space for those poor people to give them a fast track to match with the speed of the streamline National growth.

There is no perfect working model to define who is poor and deprived of amenities of basic living standards. All these are relative. But the intension could have been perfect. The authorities would have judged with true facts and data that who really need to be served with reservation. If a leader suddenly landed in a place surrounded with poor and deprived people like this, they just want to improve their life style; he may want to see some doctors, some engineer couple of politicians under his Party, layers etc. But the leader never thought of the inflation more likely occur at that place and how others in that part are going to cope up with the serious economic change. There is no specific reserve bank for a particular area to control economic changes to stabilize the economy of a society since it dose as a whole in a country. Apart from abrupt economic changes there are lot many other aspects of a sudden rise of few families in a place where thousands are still living still under the line of poverty. In most of the cases like this the families who have seen the light of modern life style run towards the source of light, i.e. directly towards the urban towns or cities according to their convenient. At last the backwards remains still as backwards. There is no any policy to put any social responsibility on who has availed the benefit to make sure that the beneficiaries are compelled to acknowledge that they have received the same in their work or in their professional education. Despite, in turn they learn to use the govt. machinery and their offspring start depriving their own caste/society fellows that really needs help and deserve a reservation. Hence the reservation policy becomes a never ending process falling into the trap of never ending loop resulting nothing but some political safety.

Rahul invited the student to join politics and fight election if he thinks his thought is going to be helpful towards the country. Off course his invitation deserve a nice welcome, but he is already in a position from where he can drive a big show if he able to break the infinite loop of political traps in terms of under-performing policies which badly needs modifications. It is understandable that creating a policy in a piece of paper is much easier that the pain of implementing it properly at ground level. But if the base of the policy itself is proven wrong over a long period of time, then there much be remedy to save the nation’s quality of work and deliverable.

Now everyone sure about the need to uplift the deprived and poorest but till what level? At what scale?  Importantly, till when? Is there would be any responsibilities who will be uplifted to the level of main stream? How it would be made sure the cause is acknowledged by the beneficiary with justices? To help his own society in which he belong to. How it would be decided that a poor family has been uplifted to the main stream and they no more belong to the poor or the deprived. What would be the measurement scale of deciding a poor family and the gradual growth of the same till the point of completion of upliftment? What would be the criteria of re-consideration of a family uplifted but due to some unavoidable reason they have become poor or deprived again?

Unless a dynamic process the very purpose reservation and implementing a Nation of equally growing societies is a far dream only. The sad part is most of our leaders do not understand the very need of dynamism in policy implementation and enforcement.
